People got bare-walled square meters with rough finishing, so they had to activate imagination and render a completed shape to their apartments relying on own taste.In most cases, such scenario is also typical for the nowadays. But at the same time, since the mid-1990s the turnkey housing came back to the capital city’s segment of construction market. After a long interval, first completed house appeared at 2a Chaadaev Street of Kyiv. Its apartments were exposed for sale even with kitchen furniture but at astronomic (for that time) price in $700 per m2. And there were buyers for them. According to the T.M.M information, today, at the Kyiv’s new buildings market, there are nearly 1% apartments with a more than attractive add-on: “ready for moving-in”. Such radical drop speaks about changes taking over the last decade in the housing tendencies and in consumers and market operators’ views. Builders of social housing (on the budget money for persons on the waiting list) have been holding to the old sound tradition until now; in compliance with the norms, they have to execute all standards of the fine finish. Nobody insists that such apartments have ideal characteristics or they are a real dream of would-be owners. However for the middle-income people, they become an alternative to “bare walls” (apartments in shell & core condition), which allow moving into a new building without too many troubles. Later on, the owners can make renovation which will fit more to their tastes. Business-class and higher class housing “ready for moving-in” has absolutely different approach to the finishing. They are expensive materials, individual work of the whole staff of specialists: engineers, designers and planners. If we refer to the international experience, we would see that the practice to sell apartments not only with complete finishing but even with furniture has been neutralized in the construction of Europe and USA. According to Andrey Khariva, director-general of Mirax Group Company, the turnkey housing commissioning is a norm in the West, because a foreign buyer hastens to move in immediately after placing a house in commission. That is, while purchasing apartments, Europeans and Americans obtain a finished product; the only thing left for them to do is to remove their favorite books and beloved knick-knacks. As specialists explained, in the developed countries the new housing purchase is made more frequently (changes of job, cities, other factors) and easier (high income level and mortgage accessibility). We, however, associate an apartment with a word “forever”, which is which we put the whole soul, all our efforts, years of concerns and substantial money in it. Although there are only few proposals of “ready-made” housing in Kyiv, and today it is more like a tendency than an exception.To the European mannerDue to the firm demand in real estate, today’s developer is not interested in keeping long a house’s commissioning because of finishing work. Moreover, apart from the time, it will require extra expenses. Another reason for so “slack” building of turnkey housing is lack of any guarantees to a purchaser with orientation at individual design approach that designer’s solution proposed by a developer will suit his, purchaser’s, taste. So far, only few persons are ready to purchase apartments with finishings in the expensive area. Such format is more customary for purchasers of “economy class” housing, but in the popular business-segment, apartments in shell & core condition will be sold out without any problems in the years coming.Though there are only few turnkey houses in the new construction market, the positive trend has been already appeared. Today’s purchaser has already a choice, not wide though. For instance, apartments in the housing estates like “Delfin” on Schors Street, 26a; “Cosmopolitan. Park Pushkina” on Degtyarevskaya Street, 25; “Mirax-Plaza” on Glybochinskaya Street, 43; as well as all housing projects of the T.M.M. Company. What moves a buyer to invest in the apartment with finishings, and for what reason most developers are not in a hurry to build this kind of objects?Main positive aspect of the turnkey housing is that, ideally, it presents the most successful option for fast moving. According to Oleg Kharchenko, Tsentrbudinvest’s vice-president (the housing estate “Cosmopolitan. Park Pushkina”), apartments with finishings differ advantageously from those without, primarily, by the opportunity given to a purchaser to select one of design projects proposed by a developer and some technical decisions, and to combine it with optimal budget, as well as to express own fantasy and creativity in apartment’s design. Besides, it is time-saving: providing by himself an apartment in shell & core condition with amenities, an owner inevitably finds himself up to his ears in a long-standing process which withdraws much life force. A headache with contractors is also inevitable; usually one has to change them at least twice during the whole period of work. As a result, the work extends for a year or more, and original estimates increase no less than twice. Furthermore, as Mr.Kharchenko adds, the whole house will be completed only in a couple of years. Just imagine the inconveniencies caused by mass finishing works: regular removal of construction debris, dirty elevators, storey landings and halls, utilities drops (water, power, heating).Turnkey housing sale, according to Nikolai Tolmachev, director-general of the T.M.M. building company, enables not only to move into apartment within six months, but due to builders’ competent approach, to make a reality a human’s seeking for individuality. On that point Mr.Tolmachev has a piece of theory: “The only plus of apartments in shell and core condition is an opportunity for self-expression through own apartment design. However an owner who wasted years for this design may be faced with disappointment: because of the fast-changing trends, his renovation could turn out to be morally outdated. Moreover, I would not like to be a purchaser of the apartment in a “half-finished house”. One dweller is installing an air-flue; the other is flooding his neighbors because of poorly made waterproofing. And there are million of such conflicts! We, however, try to grant our clients three additional years of happy life. And this costs a pretty penny”.To disadvantages of turnkey housing could be referred purchasers’ mistrust of the quality of work. It is blamed by both designers and developers. And if wall and ceiling finishing is visible (even with some hidden defects), the reliability of in-house utilities installed without a would-be owner’s supervision is questionable for many people. Nikolai Tolmachev has shared with us his experience in the turnkey housing development. The houses, which the company has being built since 1994 are put into commission with a full set of finishing work in each apartment. They mainly refer to the upper segment of real estate market. ‘Of course, a purchaser of the high-class housing with qualitative renovation should be ready to shell out big money for it’, the expert says. ‘The standard set of finishings and equipments include: tiles, bathroom and lavatory equipments, sanitary ware, parquet flooring, plinth, entry and internal doors, heating radiators with thermoregulator; the company’s first projects envisaged decoration and furniture.’To satisfy clients’ different tastes and preferences, and also to provide each client with finished comfortable housing, the leading development companies closely cooperate with best design studios and workshops. Today it is rather problematic: the construction market experiences a deficiency in the designer companies, which could provide design services to all apartments in the high-rise building. That is why the developers occasionally have to work with young firms which have no solid portfolio yet, however they charge above $200 per 1m2 for finishing work. Moreover, considering the investors’ insistence, developers must offer to purchasers of finished apartments the design projects of minimum five options of finishing and three options of lay-out, thereby providing the minimum options at least instead of the narrow restrictive frames.Offering the decoration options, the developers resort to the time-tested styles. Among the most marketable ones: modern, classics, minimalism; rarer – country. However today the more frequently encountered new styles are hi-tech and loft, and, according to experts, art-deco, which is rather popular. Yet at the same time, there are precedents when non-standard solutions appear in the developers’ style collections. For instance, for the residential complex “Delfin”, there were developed a range of three original trends: fusion, art-deco and contemporary. Another positive moment in the turnkey housing construction is a price aspect. An apartment with finishing/ which is offered for the existing home sale, stands tangibly higher that that one in shell and core condition. Moreover, due to considerable scopes of work and a standard set of design projects, a developer has the opportunity to execute the fine finish cheaper than in case when each purchaser made it on his/her own. According to Nikolay Tolmachov, after the finish work, one square meter cost increases by $200. As explained by Igor Noschenko, CFO of the Delfin Development Company, renovation of 1 m2 costs $100-150, and upper limit directly depends on owner’s capacities and preferences.The expert asserts that even $2 000 is not a limit. Here is a typical example: in the residential complex “Delfin”, which is currently under construction, barely finishing flooring is budgeted for minimum EUR 100 per m2. In terms of the marginal cost, Andrey Khariv also agrees with Igor Noschenko, ‘The budget option (ceiling and wall leveling, provision of necessary facilities for bathroom unit, linoleum covering and wall-paper hanging) raises the price for 1m2 by $200, for the finish de luxe – by $1000. An investor can spend for individual renovation from 10% to 100% of the whole apartments cost, which is a colossal expense today, even for the very wealthy people.Time loversAmong today’s purchasers of new buildings, there has being emerged a new stratum, searchers for the dwelling where they can start a life of full value and with any renovation burden. According to the experts, turnkey apartments in segments of business class and higher, are purchased by successful rationalists, who unwish to waste their precious time on a wide range of fine-finish-related issues. They are generally business people, who have own business and spend most time at work.As a rule, they are not bound with family ties, since it is women who tend to have everything being measured up to their tastes. “Ready-made” housing is in demand of the companies which recruits employees from regions and other countries; the latter do not intend to spend efforts and means for temporal inhabitation improvement. Among the investors to the turnkey apartments, there are many those who mean to lease these apartments. It is a common practice when a housing unit is purchased for the rising generation, but unless a would-be owner lives with parents, an apartment is let on lease. For clients of this category it is easier to invest in ready fine finish than to spend a round amount for renovation with one’s own resources. Developers name the investment as another reason for purchasing this kind of housing. For such purchasers, this is a sheer business; they are interested rather in pay-back time than in a given design-project.Following the West tracksYears later. Apartments with finishings in new buildings, after having fallen into oblivion, are gradually starting to revive at the real estate market of the capital city. In perspective, analogous housing could become the developers’ essential competitive advantage – a purchaser would prefer a full-fledged qualitative renovation with engagement of competent specialists: architects, designers and developers.As Oleg Kharchenko explained, per se, the idea of turnkey apartment is not new, but it has not gained mass spreading so far. For developers, it is primarily preconditioned by extra load at the stage of a housing unit transfer to the owner and by commercial risk on realization. ‘In Ukraine, the turnkey apartments are treated with somewhat distrust’, - Igor Noschenko says, ‘however it is absolutely normal for the relatively new product in the market. As a matter of our company’s experience, I can assert that interior finishing does not cause consumer’s negative emotion, if anything, the interest and wish to get into design-project’s details of the apartment which impressed ’.Developers expect the saturation of the primary market of apartments with finishings to increase by 70% in some years, under favorable circumstances. Today, alas, uncertainty in the quality of work and rather limited choice of finishing options, stop the investors. A contemporary purchaser is more attracted by the possibility to embody his/her dreams and ambitions in the housing design.
